Childcare vouchers and Maternity Allowance question

I know there has been discussion here about the new rules on childcare vouchers, however I'm wondering if anyone can help me. I do not qualify for SMP, as I fell pregnant before starting my new job. I will qualify for MA as far as I can tell. If my employer isn't paying SMP, can I still continue to recieve childcare vouchers while on maternity leave? Obviously I will be getting no money at all from the employer- if I am understanding the new rules correctly, my employer still has to pay for them. Have I got this right?

If you are paying tax on your MA, then by rights, you are entitled to this tax relief too. Because that is what it is. As to who issues them - I dont know!
