If a nanny hands in notice and is willing to work notice but employer says they'd rather the nanny didn't.... is the nanny still entitled to the four weeks notice pay?

yes, if nanny is able and willing to work it's fine if employers asks her not to, but as it's employer's request, they must pay notice.
