How often should HR touch base in general with employees?

Our HR team meet everyone for virtual coffee chat once a year..

Never, although apparently a year before I joined my current department there was a falling out
with management that was so serious that HR came in to listen to grievances. Slightly hair raising to hear about in a new role!

Ideally never. However hr have caused such a stink in our place that they ended up sending out one poor unfortunate soul to attempt to solve things. She made everything so much worse by leaking hr future plans. She resigned the following week. To be fair we have had four new heads of hr in six months…

Our director of HR seems to spend a lot of time putting out emails about joining up to things like bake sales and sporting challenges..he also walks around the HQ office ALOT....I have never seen him do anything that looks like work.

Sounds like a male version of the Celia Imrie character from dinnerladies.
