Advice needed - succesful former career, 5 year break, applying for a clerical position - how do I play my CV?

Problems - I am over-qualified, over-experienced in a senior capacity, haven't worked for years, feel slightly brain-dead

Position requires candidate to be enthusiastic administrator literate, numerate and have good standards in IT, written and spoken English

I am all the above but do not have direct office admin experience - I do think I could manage it easily because I'm a control freak, pedant, like spreadsheets, good at IT and written and oral communication, good with people .. most of my job was project management

just say that! List experience and expertise and why you could do the job. Is there a job description you could look at? Make sure all the boxes are ticked from the info on your cv and you can do the persuasive bit at the interview.
