Early years inclusion specialist job Hertfordshire Council, thoughts and views?

interested in coming out of teaching and working in the council doing a job like the one mentioned above. What is it like working as an early years inclusion specialist ? Or Hertfordshire council overall? Or any other better suggestions ?
