Can an employee be made to go on sick leave when they are suspended with pay?

My husband has been on suspended pay since June due to an ongoing grievance involving bullying. He had taken some sick leave prior to this however was fit to return by the end of May and he produced a fit note.

His employer recently asked for him to attend an occupational health all these months later and the professional has said he is not fit for work due to mental health and stress- is this a surprise due to what is currently going on?

Can they take him off suspended leave and force him to go on sick leave?
