Turned down interview, job is now readvertised- to apply again?

I was selected for interview for a job (not in my current organisation) but due to also having 2 other interviews lined up (both in my current organisation), I politely turned the interview down. I may have been too honest in my email, as I said it was because I had been made aware of these opportunities within my organisation so was going to stay put (or words to that effect).

I have seen that the job has been readvertised and I am considering applying again. I would ideally like to have a conversation with the appointing manager to find out as much about the role as possible before deciding.

So my question/dilemma is how do I word my initial email saying basically hi, me again, I know I turned you down before but I might be interested again. I want to still appear a good candidate but also feel I should acknowledge that I have declined the interview before and my circs are now such that I might like to go for the job again. Thanks.

That wouldn’t bother me as a hiring manager, as long as you were polite turning us down.

How long ago did this happen?
As MolesOnPoles has said, it shouldn’t be an issue as long as you were not rude in your approach.
It will be best to pick up a conversation with the hiring manager and let them know that you’re seriously interested in the position and why you declined last time.
If you don’t do this, the chances of you even getting past the screening stage are slim.
