I've had nothing to do for 6 months. References?

I am currently working in Change Management and started a new role 6 months ago. I am looking to move out of the role purely because they have given me literally nothing to do over the last 6 months. I sit at home bored out of my mind and I am getting absolutely nothing out of it in terms of experience. This is despite asking every single week since I started the role and the promise of getting my project management qualification.

The problem is that, because they have given me no work to do I don't see how they can actually give me a reference. How do I go about explaining to a potential new employer that I've done nothing for months?

Most companies these days just give a straightforward factual reference - start date, end date and role. If your employer does the same, you don't have anything to explain.
