Are they a) usually ex students of the educational establishment and b) usually not much older than the students?

It depends exactly what's in the JD but often they are the only or one if only a few permanent employees of the SU so their role is to ensure continuity when the elected officers change each year and to prevent too many issues happening if one of them is duff.

I would say that strong admin skills are required.

No one should be discriminating on age for jobs.
