NHS 3 x Yearly Checks / DBS Help Needed - Who does the checks?

My manager is looking to vet our employees every three years but every company he has approached said this will mean an whole new check being processed from start to finish if they're not on the update service. How does this happen in places like the NHS or they just ensure that all staff are on the update service. Any advice greatfully received!

NHS staff if they choose not be on the update service have to undergo the full check again which means providing their documents.

I get people to bring in all their documentation every 3 years

Just join the Update Service. If not, you will have the inconvenience of having to provide ID every 3 years - there's no other way around it.
