HR in big international companies - sick leave

Do HR teams prefer to recommend their employees go on Sick leave rather than to deal with manager and employee issues when the employee is just recovering from a recent illness to avoid legal issues? From personal experience seems to be the case in the UK where instead of dealing with the issue HR is quick to recommend the employee go on medical leave. Any thoughts.

Definitely not, ideally you resolve the issue asap. If an employee goes sick it can make it harder to progress the original issue.
