Negotiating salary

Help, I've no idea. I've applied to a job advertised as 'up to £xxxx' salary. I wouldn't want to work for less than the maximum. But when it says 'up to' , is it still worth asking if there could be any improvement on the maximum? And if so, how would you phrase it?

You could ask if there is any headroom above the salary stated and what your year on year progression from a pay perspective would be like if you were successful. Also worth asking about the total reward package as there may be other elements you could negotiate eg extra holiday
