CS interview presentation?!?

As part of my interview for an SEO role at civil service, I have been asked to prepare a 5 min presentation. The question completely stumped me! Would welcome views how to approach it!

Question: what do you think are the 3 things that the CS policy profession could do better, learning from recent experiences of Gov policy challenges.

I really really want (and need!) this job, so any help would be appreciated.

If you're new to policy can you seek out someone who works in policy for their opinion? I wouldn't pass it off as you're own, but you can say you researched. I have an operational view point on what policy could do to change but I don't think it would be what they're after, it contains swear words

Which dept are you going for? Have a look around when they have hit the press recently and then think about how you would have done the relevant policy differently. Talk about what they did well as well as what you would have differently and why
