If a person starts a new job under a verbal agreement, with nothing in writing, is there any recourse if they are underpaid and have been given no wage slip?

Yes. A verbal agreement can definitely be contractual, and in the absence of anything written, the verbal offer and acceptance, and then starting work, would constitute the contract.

Proving it would obviously be challenging, if there is no objective evidence and it’s one person’s word against another.

Not just your pay, but you have no idea what other contract clauses there may be you haven’t seen. Far better to push back the start date till you have the contract. I’ve had to start days/weeks later than agreed due to this as I’ll always refuse to start till I’ve seen and agreed the contract.
