'Rolling ' secondment advice

I've worked for my employer for more than 4yrs, initially p/t and then on a recruited secondment for the past 2.5yrs, f/t at a higher grade. The secondment was initially for 6 months and then renewed for two further periods of 12 months each.
My current secondment contract is due to expire soon, and I'm told I'll need to apply for the next 12 month secondment, as HR say the role has changed since I was recruited. I'm currently doing the job that will be advertised. Excellent performance reviews throughout, no issues about my productivity or standard of work.
Is the org is using secondments correctly? I've read that they should last for a max of two years.
I'm not sure if the next contract will be another secondment or fixed-term. I don't want a a fixed term contract as I think this would impact my employment status and I'd no longer have a substantive role to return to, which I do while on secondment.
I love the work I do, and the org, and really want to stay where I am for a long time. Are they 'allowed' to keep rolling over secondments without an end in sight?
What questions should I be asking?
