I’m applying for a band 4 post which only requires a HNC qualification which I hold already. I am currently studying my degree in the same subject. They only ask for the HNC but will the degree/further study boost my application at all or can they not take that into account?

Definately worth mentioning your HNC, however I would focus on mentioning how you meet each of the points highlighted in the JD and PS.

I'm not a recruiter as such (not based in HR) however I have interviewed and selected a number of candidates for roles both clinical and admin.

Yes, put all yours quals down but as pp mentioned, the person spec is what you want to tick off. Organise your application in subheadings "quals, experience, skills, personable attributes" or whatever else there is so the shortlister doesn't have to go trawling through your application to give you the scores. Give brief examples to demonstrate each point of the person spec ie back up "excel skills" by "creating and maintaining a database including formulas". Keep it short and simple but clear evidence. Stick to the person spec, pull put the buzz words in your sentences so you're guaranteed the points.
