I'm talking about 14,15 & 16 yos?

I know I need to do a risk assessment for under 18's

I know there is an age below which they cannot work, but I don't know what that is?

I know about minimum wage for 16+ but what about below 16?

Do you still have to tell the council?

Help - I did google - but got lost

Here you go, directgov

Businesslink.

Both those websites are a good place to start for queries like these - businesslink is a resource specifically for businesses, and especially helpful to small businesses like yours, and directgov is for the individual but still useful from your point of view.

Thanks - I got direct.gov but not the right page

Do you think cleaning (mopping, hoovering etc) is light work in this context?

I'd say so, long as it's not huge amounts/for a long time.
