DH has been the primary carer since having DC. Previous job was in something that has training requirements but it's expired (think something akin to hgv driver but license has expired, or forklift driver but license expired - we'd have to pay a few hundred pounds to do a course and exam fees).

DH and I are in Scotland and DC heads off to school now.

But all the "return to work" help/support/etc we have looked at seems to be targeted at women returners.

We'll figure it out somehow but does anyone here have any tips about returning to work government help / support for dads (out if the workforce for 9 years)?

DH sector doesn't have many male examples of returning after sahd - a lot of their training help is aimed at young people (16-24) or those on benefits, which DH hasn't claimed (he has been the one claiming child benefit in his name for all those 9 years though).

He's also considering options for self employment to work around my "main earner" job too.

If he wants to return to that field, then pay for course and to renew his license.

Or he could look at other qualifications/courses in similar cost bracket and retrain for different career.

Fresh qualifications go a long way to getting entry level jobs in lots of career fields.

Hard to give specific advice as you’ve given very little information.
