Can you ask for a promotion to be a secondment

Not really sure how secondments work but if I were to take a promotion, could I ask for this to be a secondment to safeguard my original job?

The promotion is a role which may be deleted in an upcoming restructure (not until at least 2022) but if I dont go for it I think I know who will and this person is useless and I'll end up doing the work anyway!

Ok, so I wont sound stupid. I googled and secondments seemed to refer to temporary moves to other departments. I like my current job and it is more hands on and I know from a close friend in another department that there is a move to remove uper layers of management.

I actually agree but if I don't do it the person who is likely to get it will make my job miserable and that of my co-workers.
