Forced to work for line manager who previously caused a breakdown

OH's department is being reorganised. This means his line manager will be someone who previously treated him so badly he had to take 6 months off work with stress and depression. Of course there is no way to prove to work this person was the cause.

He has been in tears on and off all day, he just can't cope. It has been several years since he has had to deal with this person.
Is there anything we can do or say to work to stop this happening? We need help, advice, anything.

If nothing can be done he will have to find a new job but obviously this won't be immediate and I worry about the effect on his mental health of dealing with this situation even in the short term.

Your poor DH! How did he escape the situation last time?
Can you give a little more detail on what the issues were - i know you said there was no way to prove this person was the cause of the issues which is why im asking as otherwise its a bit hard to advise other than making sure every incident gets written down.
