Domiciliary Care - advice please

Hi, seeking advice regarding a situation at work.

We have a service user who is a double assist call morning and lunch so both carers get £4.50 each for the 30 minute call, but the tea and bed call are down as a single call, so the carers get £2.25 each ..
Because the company know the service user is technically a double assist call at all calls they have given the service user a 30 min call for tea and bed, and they pay both carers half each for the 30 minutes. So I would get 15 minutes pay, and the other carer gets 15 minutes pay, we are expected to stay the whole 30 minutes...

Firstly, I would like to know, is this acceptable?

Because technically the service user's family (who pay for the care) are getting 2 carers for the price of one, we are expected to do the same amount of work for the 30 mins, for half of the money. You could not care for the service user as a single call as you would have to break moving and handling to be able to do so.

Secondly, if this not OK, other than my work place who can I complain to please?

I feel awful having a problem with this because I care alot about said service user, but I just don't see how this is fair?
