Programme manager or Delivery manager IT

Can you explain to me the main differences and responsibilities (and outcomes) between the 2 roles (both Ddat in Government)

A programme manager oversees multiple projects and deliverables within a whole programme of works, a delivery manager is similar to a project manager in overseeing specific projects or multiple project but would not generally be responsible for a whole programme

Thank you but what then is the difference between a delivery manager (I dont mean SDM) and a project manager

In our organision- Project manager is responsible for end to end delivery from inception to closedown. Delivery manager comes on board once business case, scope, requirements etc are locked down and ensures execution against agreed locked down scope.
