When to negotiate salary?

I had a job interview with a local authority today and I get the results tomorrow. If, by some miracle, I get the job when would I discuss salary? I would ideally not like to start on the bottom scale.

As it’s public sector I’d expect to start at bottom of scale, they may not negotiate, you can try

Yes they usually state what they are offering when they are asking if you'll take the role

Thank you everyone. I don't think I need to worry as I've just gone over the case studies I was asked to answer on (there were three) and I've realised I totally missed the point of one of them! Ughhhh
