NHS maternity pay

I currently work for an NHS trust and have to return to NHS employment for 13 weeks otherwise I have to pay back my OMP.
Does anyone know if primary care networks (essentially a group of GP practices) is considered NHS employment?
My gut feeling is no but hoping someone out there might know the answer
