Should I phone them? It's been 2 1/2 weeks

I applied for a healthcare assistant at St Andrews Hospital in Northampton.
The applications ended 14th of September. My friend that worked for them said they are on the ball, everything goes quickly.
They said they will reply in 2 weeks. But still haven't heard anything.
Waiting for the postman.
If I don't get a letter, do you think I can call them?

I just got a letter saying I must come for an interview 17th of October. PLEASE hold thumbs for me!
