‘Then we will apply in anger’- what does this actually mean?

I started working at a place where a lot of people use the phrase ‘apply in anger’ or ‘implement in anger’. I have no idea what this means and it sounds ridiculous. Anyone know what it means? Or is it just the usual business BS?

It probably just means for it for real' or 'scale up/out what we have been doing.

Would that make sense? If not, perhaps giving an example would help.

It just means we now stop planning and do it for real.

That sort of thing.

I work with emergency planners. We plan and simulate lots of scenarios, try them out with the relevant partners etc. When we have to implement them to deal with fur eg: a flood, this is what we call”in anger”.

Thank you so much! You have really helped.

My strategy has always been to try and do things with compassion and empathy and I find the word ‘anger’ jarring in the work context. However I now see that I was applying it too literally. Thank you again.
