Finding employment after having a child

Hi all
I am having a really tough time and not sure what to do. After I had my child and went back from maternity I was bullied out of my job in the Civil Service. I had a choice of staying in my role and my mental health deteriorating (I was close to suicidal) or leaving and recovering. Anyway I have taken courses (CTTLS, admin counselling level 2 and IT course), founded an arts group and taught it voluntarily (lesson plans and all), been an employment advisor (built the job finding course from scratch) for people with learning disabilities and become a self employed illustrator (built my website, advertising logos, social media and marketing). Anyway I am still developing my illustration portfolio and wanting to go back and do admin part time as now my child is 10 and is about to attend secondary. After 18 months of applying for admin positions (local council) and getting no interviews I put in a request for feedback. Found out that the employer is only taking my civil service employment into account and completely devaluing the other experience. I feel defeated and demotivated. I have put in a complaint but know that I am going to get some generic waffle. Not sure what to do when I am feeling so low. Help.
