Apprentice workers rights

My DD is currently in an apprenticeship scheme at Superdrug. Her manager is pretty useless and has had a number of warnings from his regional manager. My DD's issue is that he hasn't given her full holiday entitlement yet - she's still owed 20 days this working year (ends in March). Everytime she asks for a week, he gives her 2 or 3 days, or says he'll do it later, and then doesn't. What steps can she take to a) get her holiday and b) make him take her seriously?

complain to HR

Join a union (USDAW) and use them. They represent apprentices too.

Send the manager an email with the dates she wants and that if they are not available can they provide alternate dates to get her full entitlement in before the end of March 2019.

She told the assistant manager and the supervisor and they marched into the office with her, so she now has some holiday booked!
