Supervisor who keeps ccing HR and manager into emails

Is it passive aggressive behaviour for a manager to do these things:

  1. Keeps including HR and manager into the emails of only two colleagues (even if the email is to request annual leave or an antenatal appointment.
I've asked why she feels she needs to do this and she does not reply.
  1. She will put in the email 'Hi there' instead of using staff's names.
  2. She gives xmas cards/birthdays cards to certain staff and not others
  3. I requested annual leave and I heard her whispering to another staff to book it before me as I had also requested it.
  4. She rolls her eyes at/gives silent treatment to some staff and not others.
  5. She will tell some staff to put any issues they have in writting yet go out of her way to help other staff members with any issues they have.

What is the best way to deal with these issues?

7.She deals with annual request for some staff promptly while delaying others.

  1. She puts in the wrong amount of sick days for some staff e.g more sick days than they actually had

Speak to HR/the manager directly re these issues?

Sounds like they are doing a good enough job of getting on their radar for being inconsistent /having favourites already though so doubt those cc'd into the emails don't already realise. They may have been asked to be cc'd so there's some transparency if there's been issues previously?
