Condensed working

Partner works for a big bank. 4 out of 6 managers in his department all work condensed out so 35 hours over 4 days instead of 5. There are also a lot of staff at his level that do this. He has applied for the same on the basis of childcare (I'm going back to work after uni and he needs to take over some). He has been refused on the grounds that too many people in the department have it. Am I wrong in thinking that that is totally unfair ? Surely they have set a precedent they must follow and it can't be one rule for one. Any advice on the steps we should take next would be greatly appreciated! Thanks

Just to add he has worked there for four years and always does well in his yearly reviews etc so no performance issues

If they have a justification that more than 4 out of 6 mangers working compressed hours/4 days a week is detrimental to the business then they can refuse the request.

He can't challenge based on its not fair, only if he can show there will be no impact.
