Overpayment sold to debt collectors despite payment plan being in place

My work overpaid me £219, it's only a small amount but I only work 15 hours a week and earn about £500 a month, am on a debt management plan and am 5 months pregnant so I couldn't afford it. I arranged with payroll to repay £20 per month automatically deducted from my pay and so far have had two of these payments deducted.

I've had a letter today saying that this has now been passed to a debt collection agency and that I had 7 days to dispute it, this email is dated 14 days ago but definitely only came today. I didn't declare this debt to my DMP as it was automatically coming out my salary, if they get wind I've been passed to a collections agency for a new debt that breaches my plan and I'll be kicked off it. I don't know what my rights are but I've got an email trail confirming the payment arrangements, are they really allowed to pass it to a debt collector regardless of that? I work for the NHS!!!!!

Contact whoever it was you agreed the payment plan with in payroll
