Hourly rate difference

I came over to present organistion on a TUPE contract. I’ve just let I’m earning 50 pence less per hour then my fellow TUPE colleagues. When I queried this with HR they my “ increment date was not applicable as on maximum scale “. This contract dates back to 2002.
I just don’t get it ???

I really should read before I send!!
I’ve just learnt I’m learning a lot less then fellow TUPE colleagues.
HR said I’m on maximum scale but surely this would change over the period of time?
