How would you approach mummy bloggers at scale to join a referral program?

I've got a site which has a generous referral program, but I can't seem to get mummy affiliates to sign up. It sells personalised children's books just like Wonderbly. Any tips from the mummy entrepreneurs here?

I've tried JVZoo, Share A Sale and Commission Junction. Any recommendations on the typical commissions that should be paid out for referrals? FYI, my company is Amazing Fables, which sells personalised books like Wonderbly.

Facebook marketing doesn't seem to be yielding the ROI. :-(
