How long after an interview is too long?

I have had three interviews for a job I'd really like.
First was a telephone interview second was to meet the person who would be my boss
Third was to meet the team I'd be working with.
I got an email to say how well things had gone and asking whether I was still interested in the post.
I replied to say yes
A week went by no further communication so I emailed to say I was wondering what the next steps would be.
I got an email back saying that they were looking at the roles within the team and reconfiguring but that I would hear back by the end of that week.
Two more weeks have now elapsed still nothing.
I am applying for other jobs but just feel so disheartened. I really wish they would just say no rather than leave this deafening silence.
I'm new to all this and just wondered is this normal to just not feed back after so many interviews?

It sounds like they're having a rethink of what the role is. Sometimes hat happens after interviews - you realise that the perfect person you have in mind doesn't exist, or you have a brilliant candidate who would thrive if the role was tweaked, so you juggle accordingly.

It's crap that it's taking this long, but at this time of year perhaps the crucial people to agree it have been away?

I'd leave it another week and email again, but keep looking in the meantime.
