I find the whole reference business extremely awkward and I'm always unsure who to put down.

Usually jobs want 2-3 references covering your last few jobs, but what if your previous line manager no longer works there? Is it acceptable to list the HR department as a reference?

Very acceptable- in fact lots of places I have worked don't allow managers to write references and insist on all requests being sent to HR
