A vacancy has come up in a shop I work in because someone has left. I know how much they were being paid but the company has advertised the job for less pay - are they allowed to do that if the role hasn't changed?

that's the starting wage, people get pay rises for all sorts of reasons.

Absolutely, small companies would pay the minimum but above min wage that they think they can hire to do the job. They pay more to encourage workers to stay after a while.
