to try to start a charity or company that helps disadvantaged people into work?

I've always loved creating wedding flowers/unique table centres etc, but have always had to do it in my spare time. I've recently lost my job and want to finally make a go of starting a company.
Being Dyspraxic, I have always struggled in jobs.
What I really want to do is start my company and help others into work.
How on earth do I go about it? Should it be a charity or a business or can it be both?
I have a garage full of stuff I can sell (not really good at marketing), got plenty of stuff to make more. There is enough space in the garage/kitchen to accommodate a couple of extra people.
I can supplement my earnings with temping until the business takes off, I reckon that would take at least 5 years.
