I got a phone offer of a job late on Monday and haven't heard anything since. do they usually send written confirmation by post?

I'd give them a ring if you haven't heard by Friday. Some LAs outsource their HR to other companies. As a breed, they tend to be slower than private companies in my experience.

I will call them thanks

A friend was offered a job at the local authority a few months back and she waited 3 months before she got a phone call with a start date, and that she had to do her pre-employment checks so was sent forms. She then got all her paperwork etc on the first day. So could depend on when you start? I'm sure she said she never got written confirmation when she got it, only her contract etc when she rocked up.

I've found LAs to be painfully slow. I would give it a week then call HR to check on the progress but I would still expect it to be a couple of weeks.

Yeah...expect it to be a few weeks. Be careful if you're handing in your notice at existing place without something in writing first.

Sometimes delays can be due to the safer recruiting procedures, where referees have to be contacted by the employers, to verbally verify their identity and references.
Usually, there are 2 to be contacted, but if they haven't known the candidate for long enough, there can be more...
If they're on holiday or difficult to contact, it can drag on....
.......speaking from bitter experience here, still trying to get hold of one of the referees for someone I appointed ages ago... if I can't verify, they won't send written job offer. Aaaagh.
