Change in contract - consultation

An implied term is changing in my contract and we are having a consultation. Should this be with my line manager or department manager or the HR manager?

HR tend to be present at consultations as a matter of course, in case there are specific queries that relate to company policy or employment law, that management may not be fully versed in.

Line management or more senior tend to "deliver the message" i.e. What's changing, why (business drivers/rationale) and proposed timeframe to make the change.
