Childminding/Planning Permission/GRRRRRR

I'm in a catch 22 situation. I have been childminding with my DH for over a year now and due to the Planning Dept we were artificially restricted to 8 children (we would be allowed up to 12 under 8 and 4 over 8 - otherwise)when we started.
Now we feel able to expand - as everything is going so we and we are turning children away.
So we are looking into extending the house to give us a 17 foot playroom and two additional parking spaces. However...planning won't agreed to the increase in numbers UNLESS we have built the extension. But I can't afford to build the extension unless I can guarantee the increase in income.
Anyone have any thoughts or suggestions??

No they have said that they will not consider the change in numbers unless they extension actually exists.
I asked what the problem was - as I thought there was something else....He said that the council frowns upon commercial enterprises in residential areas. I don't think I could be a childminder in a commercial area!!
