Wrong tax code for 3 months

Although I am hoping for some advice I really just want to have a vent as I am being passed around to all sorts of people and getting very hacked off.

I work in school catering and we were tuped over from an external company to the local council, this started 1st September. We were issued P45's which were sent to the council. at the end of September I was charged emergency tax and was informed they received the P45's late and we would get a refund in October.

October pay, I was no longer on emergency tax but was taxed for having 2 jobs and no refund given. At this point I called up the tax office who changed the tax code and notified the councils payroll.

From this point the payroll was switched to another council office, yet again no change to my tax code.

Tax office have confirmed that my code is correct there end, new payroll said they have not received any information from the former council payroll and former payroll say they no longer hold any information.

It is a total farce and no-one is accepting any responsibility for it at all I just don't understand why after having the p45 for 3 months and notification from the tax office for 1 month that I am still no closer to getting it resolved. am expecting that the promised tax refund will now be April but I just really want the information to be correct.
