When can I ask about job sharing?

I started back at work full time in January, putting DS (20 mths) into a mixture of CM & nursery. He seems to be finding it all a bit of a strain - just knackered as much as anything I think, which means he's started tantrums and so on. Which is of course making me feel madly guilty, so I'm thinking part time might be better for the time being.
So....the job is in the public sector (sort of) on a fixed contract to the end of the year, but could continue longer and I'm wondering how soon I could ask about job sharing? Do I have to be there a fixed amount of time? Alternatively, one of my colleagues (identical job) is clearly looking around to leave, so what if I waited until (if/when?) she resigns, and then suggest it,as they'll be recruiting anyway? The thing is, I don't know how long that could take....
The company does offer flexiworking, but that doesn't work for me as DH works away during the week....
