Made flexible working request 11 months ago - still waiting for a reply

(Very) long story short, I submitted a request to go down to four days in November last year.

Boss replied saying could we wait until January to look at it then.

January came about, I chased and he said he wanted to wait until a new member of staff was in post and talk about it then.

That member of staff came into post in August.

Boss said, can we wait until they have started work.

They started in September.

It's now October. I want to meet with my boss but can't tie him down. I haven't chased too much because I don't want to annoy him and have that jeopardise my chances of his saying yes.

But honestly? 11 months?

What I don't understand is a lot of people in the office are part time and they haven't had this wait. Why am I so different?

What should I do?

Take it through the formal process with HR, if you have an HR department. Once you've instigated that process they're legally bound to respond within a certain time.

If it was a formal request then they've breached the Flexible Working Regs. If not, make a formal request to HR.
