How much to charge for Social Media?

My DH has been approached by a local business to take care of their Facebook and to do some press releases. He will probably have to respond to enquiries etc. What should he charge, it will only be a few hours a month 2-5 maybe?DH doesn't want to overcharge as he feels more work may come his way and would love to go freelance in the future.
