References before job offer?

I've had 2 interviews for a new company in a part time role that I really want, today they asked me for 3 references, but I can't get my current employer to give a reference as I don't want to hand in my notice before having a firm job offer! Isn't this unusual!? And do you think it means I'm very likely to get the job? I really just want to know now, they want someone to start ASAP but they're taking ages!

You don't have to hand your notice in to get a reference, but it does show your intention to resign.

When DH had this (for 2 references, three sounds excessive to me, typical obviously varies by area!), He requested that he provided his previous employer, and a personal reference, and provided his current employers reference after formal offer. This was accepted. Might a request to delay current employers reference be accepted?
