Change of contract hours

If an employer stated they were intending to change your contract from 39 hours a week to up to 39 hours a week would you consider the new contract a 'zero hours' contract?

I wouldn't be considering what I would call it, I would look at the actual terms contained within it in order to decide whether I was happy to sign it or not.

If it literally says just "up to 39 hours" with nothing else about how hours vary and by how much and under what circumstances, who agrees changes, notification of hours, all those things, I wouldn't be happy and wouldn't be agreeing the change.
