I worked for a company for a year (fixed term contract). They funded me to do a course, which I have completed. I didn't like working for them, lots of issues & really bad management. They have offered me a permanent job, I declined & took another offer that is much better for me.

Anyway, I rang to tell the manager that I was declining the post & basically she begged me to stay, offered me whatever terms I wanted & was totally unprofessional. She commented a few times about 'all the money they've invested in me'. I really don't want the job, she really wouldn't accept this & said please think about it & ring me & let me know next week (today).

Wibu to just email reiterating my reasons? I really can't face another conversation like the last one.

Can't see a problem with a short e-mail thanking them for their offer, and whilst you have given it careful consideration, you have chosen to accept another offer. Then wish them every luck in the future.

Simple.
