asking to fund the course

my husband works for Local Authority. Earns around 24,000. He has been at his work for 2 + years. Last year he asked to go on CPD course and asked his employer to fund the course, but his employer said that no money. I just wonder if he could approach his employer again 1. ask for funding 2. if answer is still no - then email and ask to reconsider in 6 moths time?

I work for a very cash strapped LA, and, although there is no money for lots of things, there is a lot of ring fencing, so, once a 'pot' is designated for CPD then that is what it has to be used for.
As such, if I were your dh, I would speak to manager about what the situation is where he works - is there a system / criteria / waiting list or just a blanket 'no' ? He needs to find out if it's the fact that the specific course isn't seen as relevant; or not good vfm; or if the Dept just ran out of budget before he asked. He needs to ask specifically if he will be able to do it in the next financial year, or whatever.
If the answer is always going to be 'no' to any training, then at least see if they will give him the time off, or some study time if he decides it will be useful enough to fund himself.
