can a public body advertise a job with low criteria, two candidates applied, one with xxx skills and one without. Following a job offer to the candidate without xxx skills they then say oh actually say we made a mistake we need someone with these xxx skills. this is unfair to the applicant with the proper skills in the first instance. They plan to give the unskilled applicant training and overlook the applicant with the proper skills and training for the job. The was no mention of the skills in the job ad or personnel specs, which are now essential for the job. Should the job offer be withdrawn and the post re-advertised to make it fair.

I'm not sure I understand. Do they plan to re advertise or give the unskilled applicant training? You say both in your OP.

Who are you in this scenario and what exactly is your concern? Are you the candidate who was offered and have had an offer withdrawn, the skilled candidate who wasn't offered or something else? What do you think they should be doing?
