Is this something I could do at little cost with no website experience?

I've spoken to a few people who said it is but they can't give me any points so I'm beginning to wonder.

Can anyone help?

I think it depends on what type of website you want. There are loads of places on the internet where you can create your own easily, but I guess if you want a site where people can add their details, upload CV's etc and it is more interactive then it would get harder to do on your own.
